( 1 ) Business must be at minimum 90% Black-owned, in business for five years or less as of January 1, 2025, and headquartered within the fifty United States (excluding Puerto Rico, the U.S. Virgin Islands, and other Commonwealths, Territories, and Possessions), and ( 2 ) Ownership of business must be held by owners who are at least 21 years of age at the time of submission of the Application.
